I looked up Cornelia's birth date and it is 1939. So when it was 1955 and George was at the Governor's mansion and met Cornelia as a child, she would have been 16, not 6. Did I miss something?

Excellent observation! I think this film took a lot of liberties for dramatic purposes, and that was probably one of them. It certainly had a creep factor, but maybe it would have been even more creepy had Cornelia been 16 when they met in the film or maybe less: discuss. There's also no mention of his third wife.
Clarence Williams iII's character didn't even exist in real life, yet he's pivotal to the film. So obviously a lot of the biographical details were changed.
