In the end, it's perfectly clear that although he's really happy for Rod, he realizes he's not completely happy for himself. He sees Rod crying talking to his wife, telling her how much he loves her, etc. Jerry then realizes that he's not complete. He's not complete because he's not with Dorothy sharing that joy. Whenever something truly wonderful happens to you, you want to share it with the one person you love the most. That's who he thought of at that moment.
That's what he means when he tells Dorothy "you complete me."
