    Fast forward to 2016 in the Northeast where pools, lakes and beaches are nearby, however, every year I hear about a poor teenager that has drowned because they never learned how to swim.

      living in a water world doesn't mean everyone can swim, you still have to be taught.
      Do you moan about people in 2016 who can't drive? it's pretty much the same complaint.

        Enola was found in a basket, presumably only a few years old. Since then she has been living on the atoll. Since kids tend to learn to swim a few years into their life (or later), Enola should have been just as likely to learn how to swim as anyone else living on the atoll.
        If anything, the reason she doesn't know is that nobody got around to teaching her yet. Mariner does that during the movie. So it's not that much of a plot hole, just not for the reasons people think: the fact that she was born on dry land likely had nothing to do with it.
