Because heroin, unlike milkshake, is illegal. Furthermore, everything in this world has its worth depending upon the value you place on it. Vince was prepared to pay good money for heroin because he was, surprise surprise, addicted to it. On the other hand, he probably wasn't a regular milkshake drinker. Just like how those who love to wear bling are likely to spend their hard earned on gold jewelry, but not on other things. If you were a dude, would you be interested in purchasing overpriced ladies' underwear?

Yeah, but that was a lot for a run-of-the-mill vanilla milkshake in 1994. Part of the point of that scene, IMO, is that in order to experience the nostalgic-indulgent restaurant, you'll have to pay the price.
