At the end of the movie Sam is talking this man. The man says you don't know who I am. Sam then punches him and says "I know what you are." What exactely did that man do.

I don't really understand the question. Are you asking what Franklyn Hale (the developer) did? Please elaborate. Thanx! Oh, and by the way, he didn't punch him, he hit him with the cop-car's door (not that it really matters much).
If you are talking about what Hale did, basically Sam was saying that he knows he's a rich bully of a developer who plays the 'nice guy' in public, but would stoop low enough to use thugs & criminals to intimidate the people of the town to serve his wishes-even potentially resorting to murder, if it came to it-to meet his own needs.
