Why did Frank shoot Al in the head?

And he wasn't even certain that the gun was empty. Why did he shoot him in the head? The gun was empty by chance. Why did he risk killing him?

To me, the gun wasn't empty by chance. A clever bad guy wouldn't want his new business partner to have a murder on his hands the day they start making business, especially as he isn't a killer. It wouldn't be professional. I think Frank may have thought the same thing.
