    After they thaw Spartan out, and he initially says "no thanks" when told they need him to go after Simon Phoenix, the commanding officer gives him a not so subtle threat like either you help us, or we put you back in the freezer. I never really thought much about that exchange until just now as I'm watching it again on cable. just exactly how much of a threat could that be? Simon Phoenix and John Spartan are each physically more than the entire police force can handle, as proven by how easily Phoenix goes through everyone they send at him other than Spartan. Spartan could have just mowed through every no contact high fiver in that precinct without breaking a sweat (with the exception of Lenina of course, who for obvious reasons would be left untouched for um, future interaction).

      Spartan is the good guy, and not a bastard like Simon Phoenix. Yeah he thinks the new police force is soft and doesn't like the Chief in particular, but he's not going to lower himself to be a thug towards innocent people doing their jobs. He held back on the Scraps outside of Taco Bell. Plus, he seems to get his way most of the time with the San Angeles police being so passive; that the threat of being put back in the freezer just gets more and more idle as the movie progresses.

        Also, at that point in time he doesn't know how inept they are
