Why did the court blame Spartan when there was no proof? SPOILER

Basically Spartan says that he couldn't find any hostages to rescue, before the building exploded and he had to get out, cause he had no further time to look.
But Phoenix tells the police that Spartan did see the hostages and that he just didn't care.
But why would the court believe Phoenix as a witness? Phoenix was the one who took the hostages and set the bomb to blow them up in the first place, so of course he is going to try to blame the police say it was there fault.
That is what many murderers do to try to save face. Why would they believe him, since he was the one who murdered them in the first place? Is it possible that Spartan could have not cared? Yes? Can the court believe the murderer's word only beyond a reasonable doubt?

I always wondered the same thing. It would have been cool for the movie to have Simon Phoenix put cryo-stasis then come out in the future where they have to track down an aging John Spartan to bring him back to justice.
