    He wasn't a very imposing villain. He was a bumbler. None of his schemes worked, nobody respected him, he was often beaten up, insulted, imprisoned, and generally treated like garbage. He was once an insider who got kicked out and kept trying to get back in until finally somebody shot him and ended his joke of a life. I think he was supposed appeal to the inner bully in viewers.

      I think they were trying to emulate the McGuyver villain, Murdock. Never quite a threat.

        Murdoc was more competent than Krycek. It was a challenge to defeat Murdoc but Krycek was often taken care of easily and then pushed around for the rest of the episode.

            He was a tool of his intergalactic overlords. Window dressing. Miss Disinformation par excellence. A foil in much the way you have described. But much loved by X-Files afficionados for the suspense he provided.
