Were some scenes actually filmed in New York City?

It's been a while since I've seen NYPD Blue but it seems I recall scenes overlooking the Atlantic or with the NYC skyline in the background. Mind you, I am NOT referring to the series of atmosphere shots they would show between takes to give you the flavor of the city. I'm talking about talking scenes with the main actors with the Twin Towers over their shoulder. Am I remembering right? Were some scenes filmed in NYC or was everything filmed in Studio A in Hollywood?

With the exception of season 12 because of budget issues, numerous exterior scenes with the actors were filmed on location in NYC. Most of those scenes usually appear in the first 6-10 episodes of each season. Most, if not all, of the interior scenes, were filmed at the 20th Century Fox studios in Hollywood.
