Jafar unknowingly made 4 wishes to the Genie. I just noticed this after rewatching this film. His wishes:
- To be Sultan
- To be the most powerful sorcerer
- For Jasmine to fall in love with him (*Technically, Genie couldn't grant this wish, but Jasmine played along. Even so, Jafar acknowledges his granted wish by saying "that's better" to Genie.)
- To be the most powerful Genie (as if he had completely forgotten wish #3)

I think your the only one that thinks this, if you remember the Genie has 3 rules about wishes that Jafar didn't want to listen to them , here is what they are if you had forgotten
- He can't kill anybody so don't ask
- He can't make somebody fall in love with somebody else
- He can't bring anybody back from the dead
And Jafar just said back to him "don't talk back to me", I can't recall exactly what name he threw out at him.

No, he made his three wishes. Jafar realized his wish to make Jasmine "fall desperately in love with me" was not fulfilled when she turned against him to help Aladdin so he made his "third" wish to become a genie.

That's not the point. The OP's comment next to number 4 suggests that the OP thinks that Jafar should never have made the fourth wish because he thought his third and final wish had been fulfilled. But obviously Jafar realized that wasn't the case.
