Though I am not sure about her age, but when I first read this post, Nancy Marchand, who played the mother of Tony Soprano in The Sopranos, immediately came to mind.

As far as Billie Whitelaw goesI could see it working, but she kind of lacks the portly 'mannish' look they were aiming for in Annie. The build of Rosie O'Donnell, Roseanne Barr, and Kathy Bates was good for the part.

Maybe Conchata Ferrell or Edie McClurg, but she's more known for comedy. It's funny some have mentioned Tyne Daly, her partner from Cagney and Lacey, Sharon Gless played Annie in a play. She put on weight for it, which she never completely took off.
