I guess things were a little different in 1991. Smoking in office buildings here has been banned for years now. But I remember in the late 80s it was still common for people to smoke at their desks and annoy the hell out of the rest of us who tried to remain healthy.
Jane Tennison did seem to smoke rather a lot. I mean, every time she got 2 seconds on her own, a fag would come out and she'd start puffing away.
When I said I wanted to be a comedian, they all laughed at me. Well, they're not laughing now!

Agreed that all the smoking and drinking is a way to cope with the stress of the job.
In California, smoking in govt offices was banned around 1986 or 1987. And that started the whole trend of banning smoking in almost all indoor spaces, and most outdoor spaces accessible to the public througout the U.S.A. I can't imagine having to deal with 2nd-hand smoke at the office.

Remember, this is a police station, with a highly stressful job. Smoking is just as prevalent in the UK as the US. Someone from the UK would be better able to discuss UK smoking laws of the era, if any.

In the Uk, smoking was only banned in public places in 2007. In 1991 (When this was made) people could smoke whenever, wherever, so alot more people smoked. Also, as someone has already pointed out, smoking was a way for them to cope with the stress of the job.
