Lupo and Bernard chase the suspect on a peddle bike and lupo appears to smoke a cigarette as he they are chasing him? Does anyone know which ep it is.

You may be thinking of the episode "Darkness", which was a Green/Lupo episode from season 18. At one point Lupo is running after a suspect who's on a bike, and he is blowing on a police whistle at intervals to signal nearby cops that he has the suspect in sight.
