To me that's a special plot element for Part 4 exclusively and this film has a different plot element that specially made for it and that's the child.
That's the charm of this franchise it's special plot elements for each film. -

I always felt Alice gaining her friends' abilities had something to do with Kristen transferring powers to her, and Kristen's and all the other souls were released I don't think Alice had any special powers anymore.
Alice didn't do a whole lot in this movieJacob and Amanda did most of it. -

Jacob was getting the powers and souls in NOES5.
As the lore goes, there is the Good Dream Master and the Evil Dream Master (or Dream Demon, as it's sometimes referred). In NOES4, we see that every time the Dream Demon (i.e. Freddy) takes someone's soul, the Dream Master (i.e. Alice) gets everything that made them who they are. Personality traits, skills, and powers. The Dream Master gets everything that person was EXCEPT the person him/herself. The Dream Demon already stole that. This process is done to keep the dream world in check. No one side is ever stronger than the other. No matter how many the Dream Demon steals, the Dream Master can avenge them by using what made them them to stand and fight.
It's implied (and somewhat confirmed in the comics) that one becomes a Dream Master through heredity. Alice and Rick's mother was the Dream Master, meaning her children both had the potential to take on the destiny. We see even before Alice officially becomes the Dream Master, she has the ability to daydream about the dreams of herself and others. She has direct access to whatever goes on in the dream world at all times. Further evidence of this is seen when Rick (who is far more inexperienced in controlling his dreams than his sister) manages to successfully fend off Freddy. There's a strong possibility that he too was a candidate to be the next Dream Master but his sister was the one who needed to take the mantle first. At any rate, in NOES4, we see Alice gain the powers of her friends until she's strong enough to stop her polar opposite Freddy. From here, the two would go at it for all eternity. Alice's children and her children's children, and their children's children would always do battle with the Dream Demon. Be it Freddy or anyone who may take on his power.
BUT, in NOES5, Freddy found a way to break this rule for his own gain. As previously stated, being a Dream Master is a matter of lineage. Thus, as Alice Johnson is the Dream Master, her child would also gain the potential. Still, like Alice and Rick, being the Dream Master wasn't yet his destiny. Alice was still alive and well so she still guarded the good dream gate. Jacob's powers would be weak and would only really reach their full potential when Alice chose to pass hers on. BUT, Freddy sort of "advanced" Jacob's development by using souls that HE should have gained. Freddy managed to supercharge Jacob, granting infant Jacob access to powers he should only have gotten after his mother's death. For further issue, because these souls were being stolen in Jacob's dreams, he was also gaining the powers Alice's should have be getting. She was only as powerful as when we left off NOES4 as was Freddy. But, Jacob was getting stronger than both of them combined. And once he officially chose Freddy's side, the dream would would be doomed. Luckily, he doesn't do this, allowing Freddy to be locked away again for a time
tl;dr Alice wasn't getting power because Jacob was getting them along with the souls. It's why he was so powerful in the comics. He had all the power of being the Dream Master, Dream Demon, and a natural born telepath. When Alice finally DOES give him his birthright, Jacob is shown to be the most powerful person in the extended NOES universe.
