I always felt this would be interesting since it's "the future" AND dysotopian at the same time!
If you take it as canon that Lorraine shot and killed Biff in 1996, then it could've gradually gotten
a little
better 20 years later (though the changes he had already made on not just Hill Valley but the world's political history, would've been so far reaching it would be impossible to undo all of it). Or his son could've just continued his legacy where it might've stayed about the same or even got worse.
Hilldale and the skyway (all we briefly see of it in the movie) were both still built, so life would've been at least slightly functional. I wonder if the downtown Courthouse Square would still be a toxic waste mess with high crime? Even going on the bast case scenario, maybe they remodeled Biff's casino to be an upper class luxury style hotel? -

Taking that cannon I do think 20 years would be more than a little bit better, assuming that Biff's death led to the things he owned being bought out by decent people. I don't think the Biff hotel/casino would have been demolished, so it's possible that it would have been turned into a cleaner hotel / restaurant etc. I think in part because without his continued influence, gambling would have been outlawed again , as well as other laws Biff had changed along the way. It would be cool if the caf 80's/dinner building had become a not-so-crazy club for whatever bikers that were able to remain in Hill Valley. Although they'd probably have hover bikes and whatnot and who knows how they'd dress.
It's interesting because one of the original 2015's concepts was that 'lawyers had been abolished' , who knows what it would have been like if Biff was still around being rich. -

^ Yeah I'd agree with that. Considering that Evil Biff owned the police, I'm sure even many of the laws were only changed in the first place because of huge bribes and that people were afraid of Biff so with him dead, his influence could've (in the best case scenario) gone away for the most part.
That would be cool to see the alternate Cafe 80s as a kinda biker bar too! -

I don't know if the Saloon in BTTF III was supposed to be a predecessor of the caf-80's building , but we certainly saw it as a Diner, Exercise place , and Caf-80's, we never got to see what it was in 1985a but it most likely would have been a biker bar. I'll have to look next time I watch it , there may actually be a sign or shot where they do show it.

It must've been a post apocalypse setting. The world was suppose to end in 2012 according to the mayans and Biff obviously being in power in alternate 1985 had its effects.

It's so funny that you mention this. I always thought that it was a predecessor; showing us the "first" caf/saloon/diner in all the movies. Kind of a cool connection in that way across all three films. Others agree?
