What is that ringing sound effect, and why do they play it constantly?

Can anyone tell me what that sound is that they play during every story, every minute or so? It sounds like a bird/phone ringing. Why do they play it? Drives me nuts.

That sound effect is so annoying that I don't even care what it is or why it was added. But it goes without saying that show's modernization was taken to ridiculous extremes.
