    I get the impression that he was trying to help them. Some say Q was evil and there's truth, and that episode was the last true "Q being evil" episode, although Q is far more respectful to Picard in that episode than previous ones, but he still was menacing here.

      Q was trying to convince humans why they should just sit at home but greatly regrets introducing The Borg to the humans.

            That's what he says, but to many it seems he was getting them prepared because he knew they would be wiped out otherwise when they encountered them on their own
            I'm just angry guinen didn't warn starfleet because the Borg wiped out her people years prior.
