Would Worf or Picard have even tried the game? Neither of them strike me as being the type to play games. Worf would have thought such silliness was beneath him as a Klingon warrior, and Picard doesn't seem to be interested in games either. He would be more interested in reading a book.

Likely the ones who got infected with the game first, did it to him on the sneak. And then it got to Picard.
