Was River Phoenix really that good of an actor?

I know folks have high regards for River. I remember watching this film years ago and introduced it to my young son back in the 1990s. It was one of those father/son bonding moments. I can say I had a somewhat similar experience growing up, where my brother and his friends took me through this drainage tunnel. It was dark so we used torches and it got scarier as we went on as the tunnel narrowed. At the end, there was a big wasp hive blocking the exit so we all had to run through it worrying if we were going to get attacked.
But anyway, long story short, when I saw this film recently, it just seemed like Phoenix over-acted in parts of it. But as often happens in Hollywood, fans get attached, he becomes a cult hero, dies young (his own fault - just say NO) and now he's been built up to cult status similar to Jim Dean, who I also think is over-rated.
Thoughts? Ideas? IMO's? -

I don't get it why he gets all this praise when all the other actors in this movie are just as good as he is and yet they all get so overlooked.
