lol all he does the whole movie is troll Cobra.. but what was his job anyway? he appears to be higher rank than Cobra, so was he with homicide or what?

A homicide detective most likely, he seemed to have an active part in investigating the Night Slasher murders. As for his ineptness You know how it goes in fiction, the other cops need to look stupid for the main character to look smart.

When I first saw the movie I thought he was involve with the gang, but he was just doing very little to poor police work.

Originally it was going to turn out that HE was the real Night Slasher and the head of that gang, which would explain why he was doing such a lousy job hunting them.

Is that true? I had never heard that, but have no trouble believing it. He was the villain in the first Dirty Harry and Hellraiser movies, and is a pretty good bad guy. But all he amounted to was an officious douchebag. He definitely isn't as menacing as Brian Thomson.
