My guess is that she was some shopper who probably never saw some guy exhibiting the type of behavior Pee-Wee does. She seemed a little weirded out by his behavior.

Pee-Wee looked at her with X-Ray glasses, presumably seeing through her clothes. And then he made a winking gesture. He probably made her uneasy.

That's what I was about to say, but nothing like a double standard lol BUT it could have been b/c he was acting and behaving so outlandishly and maybe she was a professional Magician or something, looking for things to add to her act.
