Why didn't the Terminator know what Connor looked like

Her job was to live long enough to teach fat boy to learn how to fight and live of the grid, I assume she died some time after T2 and if T3 is cannon. It could had been set 10-15 years later, so going by what I said off the grid. The pic other than her work ID was the only pic that existed which kyle had, not sure why they couldn't send a terminator back just to get a copy of her employment application!
