during the movie two cadets try to escape. The 2nd one is shot. Which side shot him? The cadets or national guard? also if national guard would he be arrested for it? why no press?

He was accidentally shot when another young cadet made a run for the gate to surrender. He dropped his assault rifle, which accidentally discharged, and killed his fellow cadet who chose to remain at his post. I saw this movie when it came out, and was deeply affected by this scene.

I have to disagree with you about who fired the shot. Yes, he chased after the other cadet and dropped his weapon but the shot looks to come from the direction he is running TO, which is the National Guard. The dropped rifle discharge probably caused the National Guardsmen to return fire, one of which struck and killed Charlie. It is a very moving scene.

I'm entirely certain that it was the National Guardsmen who fired the shot that killed Charlie. The first kid to run out, Derek, dropped his gun which went off. But it didn't hit anyone. As a immediate reaction though, the National Guard instinctive fired back which hit and killed Charlie.
On a side issue, I'm fairly certain that Charlie did not want to escape but rather, to follow Derek and try to tell him to come back.
