Those numbers are misleading. The insinuation is that because a low "right track" number has resulted in the incumbent party losing on average that it will happen this time as well, but I don't think it's that cut and dry. Republicans and Democrats both think the country is on the wrong track, but for different reasons. Democrats think it's because of the Supreme Court and Trump and are highly motivated to vote for that reason, probably even more motivated than Republicans are to vote.
