    Why was it that most of activities were handled at the mansion rather than at the capitol, even after Benson became budget director?
    Are we to believe that the state's government functioned from the mansion??

      Because the producers were too cheap to build a Capitol set, lol. Seriously, I think its unrealistic too that so much work is carried out in the governor's mansion.
      Here's a possibility: Benson was trying to economize after he became budget director, and decided to move into space available in the governor's mansion.

        YeahI don't think there is a governor's mansion (for those states that have one) that has ever functioned like the White House, which is obviously what the producers were trying to do.

            When I was younger I thought he was the Governor of Connecticut because of SOAP. But now I think its one of the western states.

                I know your question was years ago, but it still shows up without a decent answer, so, I'll provide my two cents worth.
                They wanted the show to center on Benson, his relationships with the Governor, aide, secretary, cook, and governor's daughter. If the Governor is handling most of his business at the capitol, we would either rarely see him doing much of anything connected to his work, OR we would spend much time at the capitol and not see much of Krauss or Katie. More significantly, Benson was originally in charge of the governor's household, so he wouldn't have reason to be at the capitol very much. When his job changed, they could have changed that element with Benson at the capitol, but we would have still lost Krauss and Katie.
                So they set it up that most business was done from the governor's office at his mansion. Given the limitations of filming in front of a studio audiencewhere more than two sets in a given show can be a problemI think they made it as believable as possible.

                  Given what little i knew about Govt. as a teen in the 1980s, I never realized
                  or knew that state business would be done someplace 'other' than the Mansion.
                  I just left my first message and I've come to
                  the conclusion that Gene gatling was the Gov. of Nebraska.
                  The actual Gov. Mansion in Nebraska looks nothing like the one on Tv of course but think about it. Plenty of trees near both, Gatling is kind and mostly unassuming and (as we hear in the first show) his wife was eaten by a horse!
                  (Quite possibly the most idiotic yet somehow funny line in the entire series.)
                  Go for it or just be a gopher!
