Perhaps it's something schoolkids wore in order to be visible to motorists.

If you look at the yellow "slicker" that Angela & Alice were wearing, it says something like "St. Something Church", so it looks like the girls were all given the same yellow raincoat as part of their Catholic School's uniform, so that's why we see so many of those yellow slickers throughout the movie.
