Need a type of camera for a screenplay

I'm writing. One character (a real cameraman) is explaining to others how to use the stationary camera on the set. The tripod swings in a door jamb like a gate (is that possible?) What type, make and model of camera would be able to do that? Reasonably priced but not cheap.
Also, it has to withstand wind and sand. Not hurricane force, or tornado. It's taken indoors before the real storm hits.
