In between scene cuts in lots of movies, how do they film the skylines?

I always wondered with lots of movies, in between scene cuts, they always have skylines. Is it stock footage, or are there filmmakers on a plane or something?

I'm sure there's plenty of stock footage. But a helicopter would work better than a plane.
So many stories, so little time.
