When Tarrant captures the corrupt minister and frog-marches him to the windmill, Tarrant uses the guy as a battering ram to gain entry when the door is ajar.
Tarrant rushes in and the injured old guy falls to the floor, who is briefly seen crawling about as the machine gun action ensues above.
BUT, as Tarrant walks out with his son, the old guy is not to be seen?

I don't think Julyan was ever shot. I think it's safe to assume that he left the windmill, took his car and went away while Tarrant was having his final showdown with Harper.

You see Julyan wanting out of the door but look back at the old guy. Rest is your own interpretation. I think he disposed of the body and tried to save his own neck.
