      Fredo unwillingly helped set up an attempted hit on Michael that could have killed his wife or kids because they shot randomly into his bedroom window.
      Then when confronted about it; he lamented being passed over to be a Don himself. This means he could never be trusted to not do it again due to him being bitter.
      The only poster who made Steve Lake wet his pants 4 times without ever breaking a sweat each of those times.

              He claimed he didn't know, but how can Michael trust anything he says? Especially after Fredo revealed all his resentment.
              Fredo would remain a liability in exile. I think Michael also viewed him as a mortal enemy, at that point.
