Hawkeye and Trapper manage to get Frank to drop his charges against Henry by threatening to tell his wife about Hot Lips. However, they could've just brought their own charges against Frank, because he tried to interfere in a trial, and for cruel and unusual punishment: taking away Hawkeye and Trapper's clothes and making them sit in their tent with armed guards.
Similar to House Arrest, all they had to do was tell Henry that Frank started the whole mess, and any charges he brought on Hawkeye would be dismissed. -

We would have to assume that the writers laid out the premise with Frank having the upper hand. That frick and frack would not be able to counter Frank over the tent incident. I know that is giving the writers more credit than they probably deserve.

I have no idea what you just said there, but McLean Stevenson wrote the episode, so I guess it would fall on him.
