          This movie is an R on the 30th degree. The language was especially crude for 1970. Even NOW we'd fine this film to be extremely vulgar. Also, there is a scene of nudity, and tons of drug use. And the characters don't really learn from their experiences at all. But, I won't say more, that would be a spoiler.
          But, if you actually fallow that whole rule where only 17 year olds and up can watch R-rated films, it's not a legal thing. First of all, R means that you can see the film in theaters at any age as long as your with an adult. But, I'm 15 and I've been watching R-rated films since age 12.

            All prints I've seen of this movie list it as PG. Apparently it was R initially and then edited for a PG. The DVD I have from NetFlix has it listed as PG. But there are scenes of heavy drug use (needles going into veins), nudity and multiple uses of the F word. So the PG is a complete mystery.
            Dude means nice guy. Dude means a regular sort of person.

              The same thing happened with The Last Picture Show some years back when they started showing it on cableit was being shown as a PG (even though it contained lots of nudity and some sex.) Then, when it was released on DVD, all of a sudden the box listed it as R (as it was in the original release.)
              I remembered Panic being an R film when I was a kid. I tracked down a photo of an old poster (with the R rating on the bottom) just so I could know I didn't imagine it. As the previous posters said, this movie is not for the kiddies. It is not a 'mild' R by any stretch. On the other hand, it probably is not a bad film for teens to watch as a sort of warning about heroin.the movie is unrelenting, humorless, and realistically portrays the horrors of drug addiction.

                My best guess is that it was an R, but re-visited due to the fact that if shown to teenagers, this film could be a great tool in showing the terrible effects of heroin. Just a guess, I know that was the argument for the documentary Bully that just came out they wanted to be able to show it to kids so they fought the R rating.

                    The main reason this movie has a R is because of the very strong depiction of drugs.
                    This movie is literally 99% drugs!
