I couldn't describe 'cinematography' if you paid me, but I know exactly what you mean. It has a nice crisp look to it, and TMC is showing the widescreen version as I write. Yes, I agree it looks very similar to the Last Waltz. And I like the long shots where the camera stays on Elvis or the singers and musicians instead of the 1-second shots that new music videos have these days.
And I believe I read Scorcese had some minor role in the production of Elvis On Tour. Did he have a hand in this one? Wouldn't suprise me.

I didn't see his name in the credits. As I recall, on Elvis On Tour, Scorcese was in charge of the montage sequences.

You've seen Guy Standeven in something because the man was in everything.
