The waiter was Steve Franken, whats funny is he usually played snooty stuffed shirt types, like in Dobie Gillis, but he is hilarious here, and I agree that he is the funniest character in the film.

I think Levinson is the character who is the boss of the drunken waiter. I'm not sure they ever mention the nameof the drunken waiter in the movie

Steve Franken is the waiter. I used to watch Dobie Gillis and he used to play Chatsworth Osborne, Jr. ,the rich kid.

In one of the "Making offs" (double dvd) you can find some statements given by some of the actors so by STEVE FRANKEN. He played "Levinson the drunk waiter" thats a fact

I thought I was going to suffocate with laughter after watching this guy's crazy antics. I'd have to say my favorite part was when he was serving the salad- I couldn't stop laughing.

Steve Franken is the drunken waiter. If by "his boss," you mean the guy who strangles him again and again, that was a favorite character actor of Blake Edwards named James Lanphier, who worked on a lot of Edwards' "Peter Gunn" shows, and in the first "Pink Panther" with Sellers.
When I first saw the "swinging door/salad scene" as a kid, I indeed almost suffocated on my own laughter. It is Edwards gift that the joke builds and builds and builds and builds, then pays off, then KEEPS paying off. You can't breathe!.
I also think it is interesting that Peter Sellers assented to Edwards' giving this second character such a sizably funny part in the show. Maybe it relieved some of the pressure on Sellers to be the center of all comedy. But he was good, too.
I think the Sellers character is as funny as Inspector Clouseau. I think issues of taste (spoofing an Indian rather than a Frenchman!) ended the prospects for a sequel.
