I think he is the man who was called George who was on the balcony in one scene. I have read David Lodge's books and he is hard to locate in all the Pink Panther movies he played in.

Yes, he played Georges the gardener in this one and Sir Charles' chauffeur Mac on "Return of the Pink Panther". Don't know if he was in any others.
