Seriously, I've been looking all around for this, and no one seems to have an answer to it.
She is English and is dubbed by Nikki van der Zyl, who seemed to dub 90 % of Bond women in the 60's. Shirley Eaton in Goldfinger was dubbed, too, but we're given a reason: a strong cockney accent.
So does anyone know why van der Zyl was providing the voice for Gayson? -

Eunice had a strong Cockney accent. Nikki dubbed her with an RP accent. You can hear Eunice's natural voice in the trailer for the film.
