      Peeping Tom?
Or the Roger Corman films of the Sixties with Vincent Price.

Definitely Peeping Tom. I always associate the two.

Peeping Tom is a good shout. Also, The Innocents and Les Diaboliques would definitely be your kind of thing. 🙂

The Japanese film "The Face of Another" by Hiroshi Teshigahara is reminiscent of story as well as visuals.

"The Man in Half Moon Street" is a film I would recommend and worth a look.

This comment might deserve a thread of its' own, but I'll post it in the context of your question to give you a good tip:
                          After watching
                          Les Yeux Sans Visage
last night, I was struck by the similarity in spirit and visual imagery between this film and Alejandro Jodorowsky's
                          Santa Sangre
                          .
Don't get me wrong, Jodorowsky's film stands on its' own as a great work of art, yet both films seem to be cut from a similar cloth. Check it out, both films:

                          1. Are pure
                            Cinema Fantastique
                            .
                          2. Are about innocent souls caught in a prison NOT of their making, but of a controlling, insane parent.
                          3. Have serial killings of female victims only, executed by a male/female partnership.
                          4. Are driven by guilt focused on a grotesque deformity in a character central to the story.
                          5. Include a young woman made up into something that resembles a harlequin doll, one in a mask, the other with makeup.
                          6. Depict a flying white dove as symbol of liberation of sorts.
                          7. Emphasize a circus-like soundtrack to unsettling effect.
                            Here's the IMDb link:

The Awful Dr. Orloff is a better remake of Eyes Without a Face.

Well, Franju's own 'Judex' has just been released by Masters of Cinema on dvd (reg2). It has very similar visuals/style. If you like Eyes Without A Face, I'd recommend it!

                                and
                                Carnival of Souls
were definitely good calls. They have a similar tone to this one, even if they don't necessarily have similar plots. Movies with similar plots aren't necessarily gonna fill the bill, because movies with plots like this are usually just crappy exploitation films. I love crappy exploitation films, don't get me wrong, but any movie that could be called similar to this one would have to be supremely well-crafted and atmospheric and really get under your skin. (NPI, I promise.)

.Franju's prior film to this, "Head Against the Wall" ( 1959 ), is worth seeking out. Grey market copies can be found online. Pierre Brasseur is on hand again as a doctor, here as a director of a mental institution. Charles Aznavour is unforgettable as one of the inmates.

Try Hiroshi Teshigahara's Woman of the Dunes. It's not a horror film, but it is brilliantly creepy all the same.

as one of those general, inaccurate and probably offensive to hardcore fans analogies (or whatever) i say that this film is like the french Psycho.
Very different but some similar vibes
and balance of atmospheric disturbingness and visual horror
