Would/could Robert Kraft develop a "god complex" and start to decide who's fit to live or not?

But would his powers be confined to people who had reserved plots in that cemetery, and were on the map? It seemed as though the map itself was sinister, with its face-like pattern of roads and its eerie glow. Since they were experimenting with people's lives anyway, they should have tried having someone other than Robert put in the black pins. They also could have made a duplicate map, and tried that. That way, they could have determined whether it was Robert or the map that had the power.
