Not very credible

I have this movie on DVD, region 2. The story is not very credible - but then what horror movie is? Particularly far-fetched is the notion that Andy could remove the remains of so many people unaided..

I thought it was strange that the police saw and let Andy dig up all the graves. He should have been arrested during the first digging. Then he would not have died, but the main character's testimony plus corroborative evidence should have been enough to convict him of the murders as well as defamation of a corpse.

Now I just saw the film a few hrs ago, but the volume on my old TV is having some problems when the actors talk low.
1, Why did and HOW did he kill those people and the young couple?
2, seeing as he didn't see which pins were in which plots how did he know WHO to kill?
3, Why did they make us think the dead were un-digging the plots?
Over all a real mish/mush

I think the plot is generally plausible. The motivation of the caretaker is believable: he is threatened by the Richard Boone character and tries to scare him away. He pays enough attention to the map to know where the white and black pins are. Notice that Boone is always trying to get him to go away. Clearly, he's constantly watching Boone.
But some of the details don't hold together. How does he kill the young couple in a car accident? That doesn't seem believable.

Posts elsewhere indicate there should have been a more logical (in supernatural story terms) ending when the new white pin people rise from their graves go to the house and invite Robert Kraft to join them and he dies. The actual ending really makes no sense and throws away the entire preceding build up. I do not know what the makers could have thinking at that point.
One of the user reviews complains that "it could have pre-dated
NIGHT OF THE LIVING DEAD
by 10 years" (1968). Not really. No Zombie Apocalypse here even with the right ending. It is more like it would have pre-dated
Carnival of Souls
(1962) by four years.
