Man-slaughter: For killing both witches by accident.
Theft:The witches broom.

Fraud/impersonation- Pretending to be the wizard for all of those years.
Conspiracy to murder: Sending Dorothy and friends to kill the witch.
Witch
Terrorist threats: Threatening to turn the tin man into a beehive, threatening to drown toto, threatening to kill Dorothy in an unknown way.
Attempted murder: Setting the scarecrow on fire. Throwing the fire ball at all of them.
Drug possession: The poppies.
Kidnapping: Via the winged monkeys.

The witch is innocent of all charges.

Tin men have no rights. Animals had no rights. The fact she didn't specify a way means that it won't hold up in court.
Attempted murder: Setting the scarecrow on fire. Throwing the fire ball at all of them.
The scarecrow has no rights as a human and he was trespassing.
