    The lure for the Germans is a squadron of British Cruisers. This would hardly change the balance of power in World War I. Further the cruisers would be under sail and not easy targets. So it doesn't seem like that much of a lure. Now getting past the Scapa Flow defenses and taking some pot shots at Battleships would seem like a rather strong lure for the Germans.
    It is sort of interesting that on October 14, 1939 in WWII a bit after this movie was released, that a German submarine snuck into Scapa Flow and sank the British Battleship Royal Oak.
    The Spy in Black
    is a nicely done British spy movie overall, with Conrad Veidt playing the German submarine captain and Valerie Hobson. The movie is the first Michael Powell and Emeric Pressberger collaboration. It gets a 6.9 on IMDB right now, but I'll give it a 7.5.
    The movie is up on watchTCM till December 8 under its American title -
