Because Leslie Banks just isn't very good.

I like Leslie Banks as Zaroff very much, have discussed this issue many times on other boards. Lugosi was I believe briefly in the running for Zaroff but I think he'd have been wrong, would have turned
      TMDG
into a Bela Lugosi vehicle. Banks dominates his scenes but not the film. With Lugosi in the lead most viewers would be waiting for Bela's "introduction". I'm not knocking Lugosi's talent, but his hamminess could overwhelm a film, and
      TMDG
needed a cast that would serve the material. It works perfectly as it is in my opinion. No one player dominates. When the movie's over one remembers it as a whole.

Nope. Banks was spot-on perfect in that role.
You've seen Guy Standeven in something because the man was in everything.
