It's a very difficult question to answer. I myself fluctuate (there's that word again) between Beethoven and Mozart.

It’s not so much one is better than another; they all have their strong points in different things.

This. Prefer Bach but each have their strengths and "weaknesses." Would throw in Paganini who wasn't a good composer by any means but an exceptional and innovative player.
