On the exterior, it just looks like silly kids humor.
But beneath the surface, it's a satire. It's an incongruent satire, where events/things are presented in a way that's absurd to their surroundings.
If she were talking loudly in any other place, like her home, she'd just be obnoxious, but not funny. If she were having her nails done or chiseling stone in the appropriate setting, it's not funny. But the fact that she's doing it in a library, where you're socially expected to be quiet, all while being strict and scolding toward others to be quiet when they're heard making just a small amount of tête-à-tête, while being completely unaware of her own incessant noise and the irony involved her in screaming at people who only spoke to ask her to be quiet, makes it hilarious.
