            They were purchasing the Fabergé egg (and other valuable Soviet treasures) for jewelry smuggling using Octopussy's circus troupe as a front. Purchasing the egg and giving it to Kamal Khan to smuggle makes their ring (pun intended) more creditable and wouldn't raise suspicion. That's where Orlov and Kamal Khan can replace with the jewelry with the atomic bomb to start their war campaign against the West.

                There was an "unscheduled inventory" coming up back at the Russian warehouse/museum/wherever orlov was pilfering the jewels.
                He needed to replace the egg on that shelf or be caught.
                They lost the reproduction that would have been used as placeholder to 009, so they needed to reacquire the original, lickety split.
