how can prince william legally marry under the name wales when his legal name is not wales but windsor and how can his uni degree and military commission also be legal if he obtained them under another non legal name

Who said he is getting married under the name of Wales? He probably won't be getting married under any surname, his father didn't.

Neither of the princes have surnames. He is known as 'Wales' because his father is the Prince of Wales. The fact that he is one of the royal family obviously allows for different circumstances when it comes to irreverent things like degrees etc.
