Can anyone explain why the flag on the sleeve of Army Lt. Col. Hollis Mann in NCIS has the star field on the right?

I've been told that the flag is that way on all troop combat uniforms because the flag always goes into combat field first. If it was on the left, as it would be if a flag was hanging on a wall, it would go in backwards when the troop went into combat.
