This is an older post but I too was looking for Thomas. Found him toward the end of the movie -at approx. 1:21. He enters robed in black to alert Cabal. He is some kinda handsome.

You say robed, but the scene he's in, he is wearing a black outfit, but not a robe, and he's standing on the stairs after they drop the gas bombs to put everyone to sleep

According to wikipedia,
Terry-Thomas, who would become known for his comic acting, has an uncredited appearance as an extra in the film, playing a "man of the future." It was his seventh film appearance.

I agree, and he was in this film, but hard to recognize.
