As usual Allison did a great job as Kathleen in this episode!
I like the way her and Christopher Meloni interact as father and daughter
And based on her previous behavior I'm sure Kathleen has already planned a trip to the DMV for a new license!!! -

Has the same girl, Allison Siko, been playing Stabler's oldest daughter the whole time? I thought the girl on the Responsible episode looked different from the girl who played the snotty brat who got bailed out of the drunk driving mess.
Maybe her look is changing as she grows up?

No, Allison does not play the oldest daughter, she plays the middle child, Kathleen, between the oldest, Maureen and the twins. Her look has changed a little over the 5 years she has had this role from 2002 - 2007, her real teenage years.

Holiday Segal was the original Kathleen shown in season 1 of the series. Allison Siko started out as Kathleen startin2000g in season 3 till now as a replacement. All the other Stabler Children who plays Maureen, Elizabeth, and Dickie are the same actors from season one.

Sometimes, I get actresses mixed up that are around the same age and look such as slender, blond, mid to late teens.

That's called good casting! The actors protraying the Stabler children can past as siblings especially with the pairing of Elliot and Kathy. The casting director at least pays good attention to the look detail.
